Tutorial: Improving Cities - Road bug?

Despite having connected my three cities with roads (using the automate function), I still haven't met the objective. Does anyone know what's wrong? See the attached screenshot. Thanks..

It's no joke. You have to build a palace in Rome!

They goofed. You need to put a 1-turn palace into Rome. This is a pretty ridiculous oversight for the "tutorial" seeing as you will never have to build the palace otherwise

I thought you were implying (or joking) that you thought they forgot to add, as one of the city names, the capital of Rome. Which struck me as funny for obvious reasons. ;D
