Tweaking the Victory Conditions

Earthling settlers are weak/unused to the environment. They should either fill a specialty slot in a city, or work Terrascapes. Max 6 per city. They still eat, so they would could toward food and health caps.
 
The Earthling settlers a not used to the planet. They need to be in a city or an earthlike area, like a Terrascape. The Earthling refugees would need to either fill a specialist slot in a city, or work a Terrascape. Max of 6 per city. You could bring 2 refugees a turn through the gate or 1 Earthling settler. The settler would found a city instantly, but would have to be on a Terrascape. A late technology would allow the Purity player to construct Terrascapes outside of his(her) borders.
