When there are a bunch of notifications, the scroll isn't working. You should be able to simply mouse over the notifications and use the scroll wheel.
This forces you to take care of the icons that show up first just to see what all you have.
This was similar on release, somewhat fixed in a patch and now back to not working.
Also in the city build list if you drag the scroll bar and release the bar stays attached to the mouse. You need to click on the bar again to release so you can pick something to build.
Again this build list should use the scroll wheel after simply mousing over it. The scroll bar could stand to be a bit wider as well.
