UN and the AP

So I just built the UN in a game. The next turn, elections come up for a Secretary General. I win the election and then the election for the AP comes up between Boudica and Sury. It's my understanding that the UN is supposed to obsolete the AP but that didn't seem to happen in this game. Ending that turn results in the game locking up. The regular cursor turns into the spinning globe while the AI moves are going on. The only problem is, it never stops spinning, the next turn never happens. Anybody seen this before or know of a solution? thanks.
 
The tech obsoletes the AP, which means that if the civ that has the AP doesn't have the tech, both can be present.

It's the tech that obsoletes the AP, not the UN. So if the civ that has the AP doesn't have the tech, it ain't obsolete, and they can both be present (AFAIK).
