[BTS] UN not providing opportunity for resolutions vote?

I built the UN, won the Sec. Gen. vote, and waited to bring up a resolution for a vote. It never happened. I waited until another vote for Sec. Gen. came up, won that as well, but still no resolutions. I don't remember encountering this before. What's blocking that?

You have too large a share of the votes. If you can pass resolutions by yourself, it won't give you the option to start voting. If you have vassals, give them cities til you drop below ~60% of world pop. If not, starve yourself.
