UN question

When you first build the UN a vote comes up if you wish to see who gets the majority and is selected to chair. What do you need for majority? Majority of those who voted (meaning did not abstain), or majority of all even though some abstained. FOr instance if 2 out of 6 Civs voted for me do I win if the other abstained and 1 voted for himself? Or do I get not enough votes as only 2 of six voted in favor?

When does the next vote come up and can I speed up the process? Also with the Pentagon can you only build 4 unit armies in the city with the Pentagon or in any of your cities?

I have EVERY resource on the planet, do I have to have two resources in the SAME CITY to build a helicopter or paratrooper? What is the deal here? If so that is ridiculous as my cities share all resources, patch this if it's the case.

If there are 6 civs, then you must get 4 votes.

With the Pentagon, you can actually add a unit to your old armies.

Advanced flight is an optional tech, I think. You may have passed it by, and you need it to build copters and paratroopers.
