'BUGGY' BEHAVIOUR:
I was the civ with the largest population when the UN was built (by the Dutch AI civ) and so I was one of the candidates for secretary general, but the Dutch got elected. After this and some other resolutions I defied the non-proliferation treaty (and suffered the severe happiness decrease); the secretary general election came up next and the only option other than to abstain was to vote for the Dutch!
'EXPECTED' BEHAVIOUR
I assume there was only one option because I was not a full member, and so I could not be elected to the position of secretary general. I would have expected that the AI with the next highest population would have taken my place, but no, it was a one horse race.
If I can find the save or a screenshot, I will try and upload later. Sorry if this has been mentioned already, but I searched and couldn't find anything.
