Playing my first game as Portugal. Things are going very well. Then around the Atomic Era, I had something I have never seen or heard about happen....I lost the ability to build or repair districts (without Hercules's help). Every single city that was building a district suddenly stopped and it was shown as 999+ turns. In many cases, I was a turn or two from completing them. It stayed that way through a few government changes as well. I have no idea what brought it on! Anyone able to enlighten me? (Note: I was able to still build Spaceports and buildings in pre-existing districts and won a diplo victory.)
