[Vanilla] Unable to Build Hydro Plant

Hi

I recently returned to Civ 4 after finding it on GoG. I've played 2 games that went OK, but my last one has been exhibiting some strange behavior:

I completed research of Plastics several turns ago, but none of my cities gives me the option to build a Hydro Plant. I checked multiple cities with a factory and a river, but no Hydro option. In 2 of those cities, I have city squares on both sides of the river (though I don't recall that being an issue in the past), but I still don't get a Hydro Plant in my build options.
This was not a problem in the 2 previous Civ 4 games I recently played.

A save or pictures would be useful. Hard to say without really seeing anything. If your cities are on a river and you have the prerequisites, nothing comes to mind immediately that would prevent building one. Only thing I can think of is some confusion with the info you are providing us. (took me a minute to figure out "city squares" but I think you mean tiles)

The central "tile" of a city must be adjacent to a river, not just any "tile" the city owns.
