Unable To Locate Component?

I have Civilization 4 Vanilla, I downloaded the most recent patch, and it tells me this message:

This application has failed to start because
BOOST_PYTHON-VC71-MT-1_32.DLL was not found. Re-installing the application may fix this problem.

I do have the latest version of DirectX and I can't seem to uninstall the program. What do I do?

is this windows vista or xp?
are you running the game with administrator rights?

It is Vista and I do have admin rights.

right click on the program (or shortcut) and choose run as administrator - does that work?

No, it doesn't, I just tried that.

this is just civ4, right?
when you installed it - did you run the installer with admin rights? just installing it on an admin account does not always work
what is the problem with uninstalling?

It says: Unable to locate setup.exe

that is a weird one - I'd recommend a clean reinstall - I'll post a howto but am busy right now so it might take a bit.
Are you at all familiar with editing the windows registry?

I won't go into Windows registry editing - it is potentially dangerous.
do this:
download and install
CCleaner then run that and click on Tools then on Uninstall (if that is not already highlighted) - then choose Civ4 and click on Delete Entry. Close the program.
It should now allow you to reinstall Civ4 - make sure to right click on the setup.exe on the disc and choose run as administrator when doing so. Before you patch again: does it run?

I did the CCleaner part, but how do I reinstall it? It doesn't give me an option to do that on the autorun screen. All it does give me is Play Readme and Exit.

if it still does so after you restart the computer - try to open the disc by going to my computer then click on the disc to see all its files and double click on setup.exe - what does that do?

Ok I found the setup, but it still gives me the Setup has Stopped Working thing.

please open the Event Viewer and look for any error messages that where logged at around the time you tried to install - and post those
