Unable To Locate Component?

I have Civilization 4 Vanilla, I downloaded the most recent patch, and it tells me this message:

This application has failed to start because
BOOST_PYTHON-VC71-MT-1_32.DLL was not found. Re-installing the application may fix this problem.

I do have the latest version of DirectX and I can't seem to uninstall the program. What do I do?
 
I won't go into Windows registry editing - it is potentially dangerous.
do this:
download and install
CCleaner then run that and click on Tools then on Uninstall (if that is not already highlighted) - then choose Civ4 and click on Delete Entry. Close the program.
It should now allow you to reinstall Civ4 - make sure to right click on the setup.exe on the disc and choose run as administrator when doing so. Before you patch again: does it run?
 
I did the CCleaner part, but how do I reinstall it? It doesn't give me an option to do that on the autorun screen. All it does give me is Play Readme and Exit.
