Unable to Promote Army Commander Bug 1.2.5

Reporting this bug from my latest game. Exploration age, Bulgaria, Charlie. Antiquity was Assyria. As shown in the picture below, my unique army commander (Tarkhan) has 148/135 XP, 13 XP over required number for the next promotion, however, it still shows 0 promotion point and I am not able to select the next promotion (Bastion-Resolute). It might be caused by an XP split since I had another commander next to him. Save attached. I loaded 2 saves prior and then avoided XP split, then I was able to promote him.
