Unable to use water resources!

I didn't find this one anywhere here, so I'm asking:

I was wondering if this is bug or am I wrong here, but water resources like whales and oil spawn on ocean tiles. Ocean tiles, that work boat cannot enter. And they seem to spawn ONLY in ocean tiles, so whale, for example, is an unknown resource in my games. I have updated to the newest patch.

the workboat can reach it if it's in your cultural borders.

Right, they can enter it, even if it says "work boat cannot enter ocean tiles"?
