I started to build a holy site. The last great prophet got snagged by another leader. I would like to stop building the holy site (that is easy) and build a different district on the same tile (this is the tricky part).
Once I have started building a holy site (or any other district) am I committed to that decision for the rest of the game? Is there any way to undo a district-building decision?
