Under/overcouncil - where is it?

Sorry for the stupid question (and for my english, it's foreign for me)
I mean a menu, where I can propose a resolutions.
I've search through the forum, but find just one thing: that under/overcouncil menu is in the same place that the original civ's United Nations menu. But I can't rember where it was

It automatically appears every few turns if you're elected to the head. If you're not elected, then you have to wait for the person who was to propose a resolution.
