Completely no idea. I tried to reproduce the CTD multiple times, but without success. You can send your lua.log file if you enabled logging, but I guess it is clear. I will probably try to reproduce it once more, but I guess I will have none.

Share also your savefiles 1 turn before CTD and more if you can and also packed modmods you used at that time.

I think these are what you need (I appended log.lua with a .txt to allow for uploading).

That's not the modlist you mentioned. There are tons of modmods that may conflict with Potala.

You're right, my modmod list is a bit out of control. Does the completion of Potala have to fall during an active session of the World Congress? What exactly does that mean? I've never seen this crash before, and I've been running most of these mods for awhile. Jarcast's City of Marble is the only 'new-ish' mod on here.

It's normal. I didn't program Rome to do that. Rome UA changed multiple times and I think that would be too much.

I cannot tell you what exactly makes the crash. I think other mod has to do with the World Congress, World Wonders or Potala Palace itself and there's some conflict.
What I would try to do, and this would also help me, so I could add appropraite info in my mod page for other users:
1. Start another game with the same mods, and use IGE to make all conditions true, start to build Potala, wait for a finish and see if it CTD (this will show us if it happens in every game); if so...
2. Disable few mods and check it again until the moment when CTD stop happening;
3. Diagnose which of the mods is the cause of CTDs, by enabling and disabling.

If I knew which of the mods cause the problem, maybe I could do something about it.

I think Rome might be too strong if you got to retain their special abilities too. Rome already kneecaps Statecraft civs.

Though I do love taking the self-determination tenet and liberating half a dozen city states. Units become unstoppable.

I believe I'm encountering the same Potala CTD - I haven't logged in to check but I believe I'm set to finish the wonder in my game at turn 665. I posted a link on github before seeing this thread. That should have a link to both my save files as well as a zipped copy of my mods folder.

Already responded on Discord/github, but for the folks here I'll just mention this too. I loaded briefly in just to delay Potala by a turn. I did successfully get to turn 666 and then when I tried finishing Potala it crashed again. So it does seem to be related.
 
I'm not able to test at the moment, but I wonder if the World Congress Reformation mod is the incompatibility with Potala Palace. I remember a while back, before I used that modmod, I could build the wonder without a crash. But now that I use that modmod, it's always a crash when that's built. But like I said, can't test right now.
 
To be honest I don't really see how it's more broken than civs like Austria, Germany, or Greece that can easily ally every city state by the end of the game.
You can conquer city states so much faster than they can ally them.

Although I agree with you, I think Greece (and until the nerfs Austria) is OP and super annoying to play against

You can also conquer them until they are weak and if they are your neighbours.
 
Ok, this is very, very, very rushed update. v16.7 with an important compatibility for VP 4.16. Please check if you can if adajcency yields work as intended, and if you cannot build particular improvements next to a city (Ribat, Buryuut Hajar, Phrourion, Monastery). I will be on autumn vaccations next two and a half week without a computer so no updates will come. If you find something wrong, please post a quickfix here and I will fix it officially when I'm back (or use v16.6 instead until then).
