Unique civ specific improvements

Hi is there a strategy behind unique ageless improvements I find them to be a little weak right now. I've played mississipian and inca they generally need to be built next to a resource or a mountain. It takes up a potential building tile and the game doesn't allow you to add another building on the hex. Is there something I am missing?

Some can give good bonuses, others you may be better off not building, check the bonuses you would receive from building it as it's value will vary depending on which city you place it in.
 
Unique improvements can be overbuilt in later ages. Unique ageless buildings in urban districts cannot be overbuilt.

Purely from a roleplay aspect, I am reluctant to overbuild unique improvements or city-state improvements. That is, to convert that hex to an urban district and put buildings on it. It may well be better for that settlement and for my overall empire to do it, but it feels ... unpleasant.

I tend to use the unique improvements near towns that probably won't become cities. Only a subset of buildings can be purchased in towns.
In cities (or soon-to-be-cities), I am more aggressive with urban districts, so I build fewer unique tile improvements.
