[R&F] unique district for other civilizations

Hi, does anyone know if it's possible for a civilization to build another's exclusive district without having to take away that exclusivity, like with improvements, buildings, and units? And if you could answer, I'd also like to know how it would be more convenient to change skills like in Civ7, by building a building, with a policy card (I'm going for the latter; if you go to a dark age, you can change your culture. It's a shame I haven't been able to figure out how to use Anarchy).
 
There are mods that have that. You can probably use firetuner to drop in the districts.

Take a look at Atlantis in the steam workshop. (there are a few other civs with changes like that. The German one isn't there due to nazi symbols.
I've got it. I don't use the evil guy, but Freddy. He still gets the same bonus, but without the evil overtones)

(Atlantis can absolutely run away with science and production. 2 university types and 2 industry zones. ) :D
 
Thank you very much, I have already reviewed it and it has given me an idea: Instead of removing each civilization's unique district, I'll make a copy of the district that isn't dependent on the civilization and that other civilizations can use.
