While it would be better to come up with new UP's, the Turkish one would work great for Macedonia. Hellenization was the spread of Greek ideas and philosophy as a result of Alexander The Great's conquests. So letting cities keep their culture could represent new culture sweeping through the empire.
Wouldn't that fit the Persians as well? They were generally respectful of local culture as long as tribute was paid, no? And I read somewhere that the troops used to invade Greece were levied from all over the empire.
Maybe balance it out with increased odds that cities that aren't purely Persian break away, to replicate the revolts in the Greek cities of Asia Minor and in Egypt. Plus coupled with Macedon getting the Turkish UP, it might make it possible for Macedon to conquer the whole empire in a relatively short time.
