[Unit AI] Can Buildings have negative flavors?

    Technically, the answer is "yes," but I'm wondering if the AI can handle a "negative" flavor and respond accordingly.

    For example, in vanilla Civ4 I'm always curious why the AI will prioritize a factory when the city is already on the brink of unhealthiness. If the factory was coded with FLAVOR_GROWTH of -2 or some such value, would that make the AI "think twice" about it?
