Unit Maintenance question.

I have decided to swallow my pride and ask this question.

Unit Maintenace. What the heck does the tooltip mean? Sure I know units cost money and there are techs and wonders and civics that give 'free units' and units in enemy territory cost 'supply'.

But when I hover over the tooltip for unit maintanence in the money overview screen it makes no sense. I don't think any of the numbers equals the number of units I have, there are two numbers: one for units and another for military units and a penalties number and it is all very confusing. Am I overcomplicating things in my head or is it as confusing as it seems?

Can someone give me an ABC of the Unit Maintenance section of the money overview screen please.
