Unit Request P.M

I need this unit to an scenario and i don't know how to made it.The P.M is the Policia Militar(Militar Police)of Brazil.They beat the creap out of you before asking anything.Soo could anyone do it?

I guess just pallete-working the Black Cat on Sween's (I guess it's Sween's) scenario would be enough.

Weel if somebody can do the pallete working it would help a lot.But i think that others units can be use as base to the P.M unit.
