    We would like you all to join the United Nations, where matters of importance can be discussed.

    Five questions would need answering first however:

    1) Where should the UN be based?
    2) What is your stance on nuclear weapons?
    3) What is your stance on China's invasion of Panama and South America?
    4) What is your stance on the Russian aggression towards VikingLand?
    5) What is your stance on the American Civil War?

    The charter of the United Nations would be this:

    1) All nations that join must devote at least 10% of each of their armed forces to the United Nations Defence Force (UNDF) which is a peacekeeping force but may undertake offensive actions should they be required. A nation may not have to send forces to the UNDF if the Security Council votes that they are in danger, ie; VikingLand trying to prevent a Russian invasion at the moment.

    2) All Resolutions must be seconded, and then the members vote on it. A Resolution needs to have had at least 7 votes cast concerning it to be considered passed or denied. If the Resolution concerned economic sanctions or other non-military matters, the Resolution is passed by popular vote. If the Resolution concerns peacekeeping forces being sent or invading a nation (to remove it's government for example) then the Security Council must vote on it, and how much force to send and where. The amount of forces sent, where they are sent in the country or area, and whether forces really are sent or not (instead other means being used to begin with) are all considered Security Council Resolutions that must be passed. To send peacekeepers, 3 out of the 5 members of the UN Security Council must vote to pass it. To invade a nation, 4 out of the 5 members of the Security Council have to vote to pass it.

    3) A country can be exempt from sending forces to the UN for the duration of a crisis so long as their case is recognised by at least two of the Security Council members. If the nation is a Security Council member, it requires either two Security Council members to recognise it, or one Security Council member and two UN members.

    4) The UN Security Council is made up of 5 nations, which are elected every 5 turns. A country can stand for re-election. Security Council members must send 20% of each of their armed forces to serve in the UN Defence Force, unless exempted by the process outline in Regulation 4.

    5) The UN is NOT a military alliance. If a nation is invaded, then other nations in the UN will only help via the Defence Force should Resolutions be passed to do so. However, if a nation is invaded, it is automatically exempted from sending forces to the Defence Force until peace is declared. Abuse of this (getting an ally to invade so you don't have to send forces) will result in any Resolutions to help you automatically being denied. If you are the invader, you must present your case to the Security Council to be exempted from sending military forces in the normal way, since it was your choice to begin the war. There you will have to give a good reason to have invaded, or you may find that you have to send forces while still fighting a war.

    Voting

    For decisions relating to the creation of the United Nations and electing a Security Council, I believe that 10 votes should be enough, since a number of nations are NPC.

    Also, this way we can have the UN all straightened out before Jason comes back, and our orders all set.

    So the system for voting the Security Council will be this:

    Everyone votes for 3 people to join the Security Council, your first choice, your second choice and your third, in order.

    Then once ten nations have voted, then 3 points are given to first choices, 2 to second and 1 to third, and then the points added up.

    The Security Council are the five highest scoring nations TO ACCEPT THE POSITION. If for any reason they refuse to join the Security Council, the position will move to the next highest scoring member.

    In the event of a draw for the last positions in the Council, then it will go on the number of first choices etc. If they are completely equal, the nations already in the Security Council decide.

    They're necessary for defence,as long as aggressive nations like China own them.

    It is a matter of national sovereignty to own weapons to defend one's nation, therefore they are acceptable.

    We are not involved and quite frankly do not care.

    We support our right to take back lands that are rightfully ours and intend to do so.

    The Civil War is an internal affair, something which the UN has no place to be involved in.

    They should be dismantled, however this can not be done until nations such as China have a stockpile of them.

    Chinese forces should withdraw immediatly and the Chinese government should pay indemnities to the Andes people

    Both nations have equal claims on the area, therefore Russian aggression over VikingLand is unprovoked and unjust

    Ths UN should not get involved in it.

    VikingLand absolutely refuses to involve itself it such matters, it is believed that these weapons are devil spawn and are a complete waste of time, resources and money.

    China should withdraw and make apologies to the Andes.

    The disputed territories have always been Viking territory. The Russian claim is based an conjecture, as the Russians are in fact of Viking descent and have never inhabited that territory, therefore have no claim.

    The Confederation must stop its aggression towards the Western US. They should have held a referendum and diplomatic talks to solve the problem rather than by brute force.

    China
    1) Where should the UN be based?
    Im Rome, the nation that created the UN.

    NOT USE THEM EVER! BAD EVIL! DESTRUCTIV, TOOOOO DESTRUCTIV, we will declear war on any nation that will use them aggresivly!

    We understand China's frustration. The Eastern United States openly declares war on the West and invades them in the name of conquest. Why? The rocky mountains. Why is it supported?

    Because the Capitalist Overlords in the Northern Alliance say it is okay.

    If they validate the war of the Americas so openly, then they must validate the wars of China. End of discussion.

It's the equivalent of running the world by the executive board of a Fortune 500 company. The two nations are sovreign and have never been at war in recorded history before.

    Actually the Northern Alliance isnt all the wealthiest capitalist nations look at me, VikingLand. Im damn poor :lol: and im not capitalist, im a despotism much like Russia used to be :p

    But actually we agree with Russia on the American "civil" war, we view the West US as an independent and sovereign nation and the Confederations invasion was completely unprovoked and unwarranted.

    It is the view of VikingLand that the Confederates States must withdraw from the United States and seek a diplomatic solution to the problem.

    United Nations Construction Decisions

    Since Rome had more votes than any other place from the questionnaires answered by the United Nations members, and can't be caught from the one questionnaire short of 10 that the UN is, Rome has been made the home of the United Nations.

    Julius Caesar had already ordered a UN Building built in anticipation of this, and now increases security with the increased threat of terrorism.
