Units cost population

I'm looking for a mod where units can be built one of two ways.

1) The city doesn't grow while the unit is produced as with settlers,

and / or

2) the unit can be purchased with gold but will reduce the population of the city.

Has anyone made a mod like this? I searched and found nothing. The first option would be quite easy I suppose.

It could be too much of a benefit for the human player though since the AI is so tactically bad at warfare and much more liable to get their units killed.

While no one's done it yet, this is LITERALLY a 6-line mod.

(You don't even need that Where in there at all; anything that affects every unit in the table would be fine, but I just wanted to be safe.)

Now, to be clear, what's happening is the excess food is being diverted to production, so your unit production would be the sum of your food and hammers. Units would come out a little faster, while cities would grow a little slower.
