Units disappearing

Alright, so, I'm making a new scenario and it's JUST a Combat scenario, so I'd like to avoid cities, but when I defeat the first unit placed down(or I lose my first unit) all my units(or all of their units) seem to disappear as if defeat happens.

How do I stop this from happening?
 
Give each tribe a capital city.
 
Normally no city= no units. However if you give each side a settler as long as the settler lives the units will also even without a city.It has happened in games I have played. I think the editor also has a setting that prevents them from building a city. Hope this helps.

To avoid this I use to create a tiny "island" in a corner of the the map, for each civ I play with. In each isolated terrain I put the capital for one civ, so nobody can't conquer it. ;)

The moment a unit is lost, the game is over. But if the civilisation succeeds in capturing an enemy city, this becomes the new capital and it reverts to “standard” rules.
 
Can I disallow production? like now allow the cities to produce anything?
 
I'll set to no production, and also giving everyone a Settler fixed the instant death problem, thanks.
