Units not showing up in build queue

I am currently creating a scenario and for some very frustrating reason certain units do not show up in the build list for some civs. The civs have the required technology to build the units. In fact, when I use the create unit command and toggle the adv button from all to only what they can build, the units that do not show up in the build list show up in the create unit list!

I'm sure this problem has been encountered before. Any help would be appreciated, especially a solution

There are more and better sources on this issue in posts here and/or on Apolyton or in the guides here and/or on the Apolyton Scenario League, but I can't find them right now...
