I used to be a big fan of U.S.

When I read the post in the strategy section it said that the effect was quite limited and no where near the effect it had in the older civs. So I personally don't build it anymore.

And I also found that there wasn’t indeed any real need for it when you are a republic. The WW is quite low and easily solved with the lux slider (or a Sistine Chapel for example). It also removed a psychological barrier about starting wars before I build it.

I figure every little bit helps. Usually (since I play for fun) by that time I have a healthy number of cities and can afford to dedicate one to building it. If I don't have a SGL waiting to rush it.

maybe a wonder of the same effect earlier, maybe for the Middle Ages, when I'd be in a republic and conquering in short wars. But thin late, I'll be Communist and other than a tiny trickle of culture which is smaller than the culture one would get from a library, it is completely useless, even if you don't count the cost to build it.
 
Another wonder that would be nice to have if its effects were stronger. It seems to just be there to spoil the ToE in a cascade.
 
I used to build it too, but now I just skip it, since by the time it is availabe I'm already researching communism, and then I'll go commie, so WW won't be an issue. If I really need every culture building I can have, then i might give it a try, but for a standard domination game, which is what I play mostly, it is useless.
 
I only build it for 20k nowadays - if there is nothing else to build...
I might build it in a 20k game or other VC just to keep the wonder cascade from happening. Losing the ToE to it is a pretty common occurrence, and if you really blow it, you might lose Hoover too.
