Well, independents should represent neutral states, so randomly nuking a civ they're at war with just because of AI-related game mechanics feels rather wrong.

Maybe they are just crazy, and in a state of anarchy, which is kinda true. Especially when they are nuking each other.

In RFC world, nuclear weapons are only in fact banned if there's a UN resolution on it which is often not passed. Wars are much more common, pretty much everyone is at war with someone at any given time. It is loosely based on real world politics but only so much.

Actual AI civilizations make use of nukes a lot more sensibly than independents. They only do it if they're seriously threatened or really hate you. Due to how independents are coded, that's almost always the case for them.

It's impossible to negotiate with independents in RFC in any way. They are basically jerks who in no way support anybody and wish you nothing good. This is not necessarily a bad thing for me.
