I've posted this in the bug forum, but have not recieved any reponse as of yet. This may not be a game breaking bug, however in multiplayer if someone is doing this and others are not it could be very unbalancing (if a game went that far).

You can essentially bypass the Air Unit Capacity limit of a city by using empty carriers. I stumbled upon this by accident when I put some carriers into a city to be protected, and then went to replenish their fighters.
Steps to reproduce:
Have a city.
Rebase 4 aircraft into the city. Or 8 aircraft for an airport city. (city is at it's limit)
Move an empty Carrier into the city, or more carriers if you want more fighters in less turns.
Rebase 3 fighters / jet fighters per empty carrier into the city.
Move carrier out of city on the Same turn.
You now have a bunch of fighters in the city, and some empty carriers still ready to be filled up and used as you can see in the screenshot.
What is happening is that the game allows you to rebase there to allow you to fill the carrier (Duh) however it does not put the Fighters INTO the Carriers cargo space... it puts them into the city instead. To fix this, the planes need to go directly in to the carrier cargo space as if the carrier were at sea and not in a city.
In this particular screenshot I did use the world builder to set up the cities and units, however I rebased them into new york just as I described above, it is not worldbuilder putting those aircraft into new york.
