This is an unofficial poll, to see how this would work out. If this works out, it will be a standard pracitce by all Military advisors to make a Military Quota Poll for each city to have a certain amount of defense.

EDIT- this is only for the current administration. Each new Military Advisor makes one of these for each new election. So whatever you vote here will be used as the minimum amout of units a city may have on reserve. The governors will then use the result and

build these units before the administration ends. Unless it is a new city of course.
 
IMHO one defence + one offense is a good standard defense force. The offensive unit should be a fast one, so the cities can support each other. Isolated cities on small islands (like my home Unkown City) should have one extra defender. This is more than enough to handle almost anything the AI sends our way in this stage of the game.

When we get better naval technologies (magnetism, steam engine) we should station warships in some of our costal cities to take out enemy troop transports before they launch invasions. :)
 
2 defence 1 offence, but on isolated island with 1 (maybe 2) cities it should be more like 2 def, 2off, or 3 def,2off, there should be 2 offensive though
 
Surely not all cities will need to have loads of defense and/or offensive units...I think we should aim to have about 2 defenders in each city but I don't like how we must make sure each city meets the requirement...
 
I don't think that it is a good idea at all to have defense/offense quotas.

Different cities will all need or want different a different military presence. Some internal cities could eventually be fine with a single modern defender while fringe cities may wish to be heavier on defense or even offense if there is a chance to strike.

I'm in favor of having the governors poll at various times and let the people decide for each city if it needs more or less troops.

If we decide to go into war, then we should have some decisions/polls regarding some city buildups.

With this in mind, I respectfully abstain from voting.
 
I generally use two units for defense in each city, going up to three if I am having unhappyness problems, so that is my suggestion. I don't think that we need offensive units in all cities, but it would be wise to put them on the frontiers.

I really don't like the "one size fits all" approach to city defense. Different cities/regions have different defense needs. A collection of cities well-connected by roads can share a small force of mobile offensive units. An isolated outpost city would do well with an Archer or Legion as a second unit before a mobile unit with a lower defense rating. I'd take one Pike over two Phalanx in most cases. You see what I'm talking about, hopefully. I voted for other because I don't like this way of doing defense. It should be up to the individual governors to poll about what each of their cities needs specifically.
