I've seen this problem in various threads, but haven't yet seen a solution. I was hoping that the 1.7.4 patch would fix it, however I made the mistake of buying my game from the Firaxis website, which sent me to Trymedia for downloading. Trymedia apparently doesn't think patches are all that important. That's the last time I will ever buy a game online.
Anyway, if anybody has the solution to the "unusable voice capture device" problem, it would be much appreciated. I have tried just disabling the ability to capture voice, but that doesn't help.
