Unworkable Tiles

I've just experienced a rather peculiar problem - possibly a bug - in my most recent game and wanted to check whether anyone else has witnessed this and, hopefully, found a workaround.

In my third city I had a couple of excess plains tiles I couldn't work for quite some time due to food limitations. Come Civil Service, I chain-irrigated said tiles and tried to allocate them in my city screen. Oddly enough, one of the tiles was greyed/fogged even though it had no overlap with any other cities (two other tiles did overlap but that particular one did not)
When trying to click said tile to assign a citizen I simply exited the city screen instead, as happens when clicking a tile that is not part of the fat cross. Apparently it was not considered to be part of the city radius at all, even though it was simply 2 tiles directly south of the city. I've retried a couple of times, to no avail. Note that I can work all other tiles just fine, including all adjecent ones.

I had already encountered another, possibly related quirk: in one of my first games on Warlords I had precisely one source of Uranium within my cultural boundaries. No problem, one is sufficient I'd think but no: even though I had mined and roaded (later railroaded) the tile, I could not build any oil/uranium-based units until research of Combustion and construction of an Oil well. Uranium did not show up among my strategic resources in any of my city screens either.
I'm 100% positive it was connected to my (rail)road network though, in fact there were three routes to the tile in question.

So has anyone else witnessed and found a way around these flaws?

For the first case can you put up some screenshots? Sounds like you may be misinterpreting something here. The point with the uranium, chack that you haven't traded the uranium away to someone else. Also, what oil/uranium based units were you trying to build? I can't think of any prior to combustion.

Hmm, I've just gotten back to the game with the unworkable tile and I can't reproduce the problem anymore. Perhaps my PC merely had a hiccup, or my sanity is abandoning me... probably the latter :crazyeye:

As for the uranium case: I had checked active trades (repeatedly) at the time and it wasn't being traded for sure. That was my first thought as well, in fact.
What I was trying to build were Destroyers: I had assumed I would be able to build those ships as soon as I had researched Combustion, but found I couldn't (my explanation was indeed confusing in this respect). Instead I had to build an Oil Well and road it in order to enable Destroyers.
I had tried reloading at the time but to no avail. The one thing I hadn't tried and should have, in retrospect, is pillaging then rebuilding the mine...

Mind, it wasn't an issue at the time but it could have been should no Oil have been about.

Are you using Warlords ? Because I think in Warlords you need Fission to use the Uranium resource, Physics still reveals and allows you to mine it, but you need fission (or possibly even fusion) to use it. Prehaps someone could confirm this ?

EDIT: I just checked in the world builder and you need the Fission technology to use Uranium (This is only in Warlords so if you dont have warlords then it must be a bug)

Ahh, that's it then! I am indeed on Warlords now and didn't have Fission allright when I tried to build those Destroyers. Thanks ever so much for clearing that up.
Are there any more such changes in Warlords? Certainly would help to be aware of them before I encounter them in-game :) I realise I could check the manual but it's one of those localised versions so it would be quite a test of patience (the terminology in the things is just awful )
