Updated to WIN 10 1709 Build - CIV 2 now Broken

I've been playing since the game came out and I've been playing since 12/07/2017.
I've installed the 64bit patch, MGE upgrade however since the update I can't get past changing my name to create the civ. I tried to do a fresh install but windows won't allow the exe as it is too legacy. Any ideas?
