Uranium bug?

Is there a bug in the latest version that takes away the players access to uranium?

See attached save. Clearly I have a uranium mine and I am not trading it away.

I can't open the save while at work, but do you have Fission?

I had a moment of "WTF" just last night because once the mine is placed on the uranium it no longer has the "requires: Fission" line, and so I was going "why the heck can't I build an attack sub?" This comes up because (AFAIK) uranium is the only resource that you can build the correct improvement on after you can see it but before that improvement actually provides the resource.

If you do have Fission then sorry for the digression.
