In 1.184, cities tend to be established slightly more commonly in the "not-so-usual" positions than they did in 1.181.
For instance, Tampa (1 south of the usual Jacksonville/Savannah/Charlotte tile), Detroit (east coast of Lake Michigan, 2 tiles from Washington) and Toronto (3 tiles north of washington) are things that I can't really rememebr being noteable in 1.181. But they have a decent chance of being there in 1.184 (especially Detroit); however none of them are in the American flip zone.
This can't be good for the nascent Americans. It's bad enough as a human to have to content with a city that won't flip just 2 tiles from your capital; how will the AI cope?
Should the American flip-zone be tweaked slightly?
