sorry, but i have to answer your very first question with "no", i feel so mean now!
if you want to design a map ahead of time to use in MP, you can do that in WB, and save it as a scenario. you could give yourself/other players extra units/techs at that point too i suppose. but you can't open WB during the MP game.
