UTILITY REQUEST: CivCity

I am wondering how hard it would be for someone to make a new program like the CivCity program for Civilization II. It would only need 2 main parts...

(1)Ability to either copy the improvements from one city to another, or to actually select each individual improvement in each city.

(2)Ability to set the owner of the city.

Please comment and tell me if it would be possible for anyone to do, or if you have any other ideas!

Under 2) I guess you mean owner of the city?

You can do both these things in the PTW editor, right click the city once it's placed on the map.
