This mods readds a version of the Utopia Project for BNW.
Whilst it helps win a cultural victory, it does not automatically win the game upon completion. It is unlocked not by a number of completed policy branches but by Globalization, though it gets more powerful the more policy branches you complete. It does this by giving the city it is in +10%
for each completed policy branch and each level 3 ideology tenet you have, for a maximum bonus of +120%.
Requires BNW (obviously).
