V 1.61 (and earlier) - multiplayer game keeps on stoping and something else

Everything we play sometimes it happens when a diplo is sent and sometimes for no reason at all.

The game just say the other player left and it's waiting for him to reconnect.It happens at his computer to. I know it's cause my comp is 1.7ghz and it's too weak or something... any way to lower all the graphics big time?

and this leads me to

when I change options the game doesn't save the changes! at all! It always goes back to the default. It's kidna getting annoying to change it myself all the time.

This happened to me as well some time ago.
Do you have any special letters used in your "C:\documents and settings\username\own data" path? (I hope, my translation was correct, as I am using the German version of Windows)

In case of such special letters (not ANSI-compatible, I guess), the game is unable to identify the path and eithers doesn't store the changes at all or won't find the file afterwards.
 
Think hebrew is a speicel letter? well I guess I'll have to check..

Any letter which is not latin should count in this regard.
In German, we have for instance 4 special letters like äöüß (ae, oe, ue, double or sharp 's'), which are not recognized by Civ4 (or maybe by Windows), and which let to the result as described in my previous posting.
