It is still possible to fool the game by rearranging the build queue before chop hammers are assigned, and therefore keep growing while you are building workers and settlers. The reason is that chops aren't counted until you start moving units. So if you keep at least one unit on the move, you can exploit this bug.
The simple solution is to execute all ongoing worker actions first, before handing control to the player. This we want anyway when workers are, for instance, finishing roads, and no options are lost since the effect of waking workers is already delayed in Civ4.
