my bro found this bug where you could get city attack 1 and 2 on the same promotion

It's because you have several units selected at once. At least two of them are capable of promotion, and one of them already has city raider one, and so has the option for city raider 2. No individual unit has both of them available to it on the same promotion, but one of them can get city raider 1, and one can get city raider 2.
