Vanilla - Forts in forests/jungles and Garrison bonus

Hello

Does anyone know if its possible to build forts (in the Vanilla version of Civ4) in forests and jungles without removing the feature?

Also, is there any way to make forts take advantage of the garrison promotions?

I know these two things are possible in Warlords, so I'm hoping they can be done in pre-Warlords versions. I'm playing v1.52.

EDIT

I've upgraded to v1.61 and worked out how to build Forts in forests and jungles. I just need help with the City Garrison promotions now. :)
