Vanquished civ allies with city-state (save included)

I conquered India's sole city in the prior turn from this saved game. As this turn begins, I have just been told that the city-state of Venice is now the ally of India, and has declared war on me! This was with the latest executable version (although the game was begun under the original shipping version at turn zero). Apparently Gandhi is still wreaking havoc from beyond the grave. Clicking on Venice shows that they're also allied with India currently...yet India is nowhere to be found in the game.

Do you have a save file from the turn previous? Just prior top destroying India's last city?

I can confirm this bug, as it has also happened to me.

I can confirm this too. I had to bribe one to revert this effect.

I can also confirm this. Also happened with India. A city state had been their ally before India was wiped out, then the city state was conquered by the French. When I liberated it some time later, I was on 'friendly' terms with the city state rather than being allied because they were still allies of India. I had to gift them gold to make them my ally.
