Venetian Arsenal can't be built with Hansa

As it says in the title, I was trying to build the Venetian Arsenal wonder next to my Hansa on the coast; the game tells me that there's no place that it can be built.

I am using a few mods around tech/production speed and which change around the tech tree, so let me know if a save file would help. I'm going to try and see if this affects other civ unique districts

Would you be able to tell me/point me to a guide on how to post a save file? Thank you

When composing a reply, you should be able to see an "Upload a File" option next to "Post Reply" and "More Options". That function is pretty intuitive from there.

As for finding your save files, they should be located in your [path]\saves\single folder. (For me, the [path] part is D:\My Games\Sid Meier's Civilization VI, but that varies from computer to computer.)
