Venetian arsenal (Not a Bug)

I note that you can build the Venetian arsenal wonder in a city and then not be able to build any ships! When the city centre is not on the coast and there is no harbour.

The Venetian Arsenal's benefit (extra ship) applies to all of your cities, not just the city with the Venetian Arsenal.

So even though that city cannot build ships, you will still benefit in all your other cities that can build ships.
