I need something to distract me from school work and my rather complex new Civilization I'm working on, so I figure I'll dump a few of my Civ designs that I've either A) scrapped or B) kinda want to do but not enough to put in the work level that my modern Civs require. Who knows, maybe someone will actually want to help make them?
Shinra Electric Power Company
Leader: Rufus
UA: Power Conglomerate
Trade Routes to foreign Cities grant the destination City Production equal to 10% of your City's Production, and grants your City +10% Gold. Factories receive +1 Production for every Mako resource.
UU: SOLDIER 3rd Class
Replaces Marine. Requires 1 Mako. Lacks the Marine's Amphibious promotion, but has 75 Combat Strength. When it reaches level 5, it becomes a SOLDIER 2nd Class, with an impressive 110 Combat Strength. When a SOLDIER 2nd Class reaches level 7, it becomes a SOLDIER 1st Class, with a whopping 175 Combat Strength.
UI: Mako Reactor
Requires Electricity. +3 Production and +3 Science. Additional +1 Production and Science upon discovering Ecology. -1 Food on the tile on which it is built, and on all adjacent tiles (effect can stack from multiple Reactors). Provides 1 copy of Mako. No two Mako Reactors can be built next to each other. Each tile which is reduced to 0 Food by Mako Reactors has a small chance of spawning Barbarians each turn.

UA: Sound Stone
When adjacent to Natural Wonders, Units may call forth Sanctuary Guardians, which are very powerful Barbarians. Defeating every Sanctuary Garden at every Natural Wonder permanently grants +15% to all Yields and +33% Combat Strength for all Units.
UU: Onett Police Force
Replaces Marine. Lacks the Marine's Amphibious promotion. +15% Combat Strength in friendly territory. Can construct Road Blocks, which provide +2 Culture, +25% Defensive Strength to units stationed on the tile, and reduces the movement of adjacent enemy units. Two Road Blocks may not be built adjacent to each other.
UB: Mach Pizza
Replaces Hospital. +5% Food in addition to the Hospital's default food bonus. May send Pizza Deliveries to your Units within 12 tiles, healing them instantly for 25 HP. Pizza Deliveries have a 10 turn cooldown in each City.

UA: To End All War
Immediately declare War on any Civilization which declares war on a third party. Whenever peace deals are signed by anyone, receive a boost to Culture and Golden Age Points. Each War you are in increases Military Unit production by 3%. May research the unique GN Drive technology after discovering Particle Physics.
UU: Gundam
Replaces all Armored Units. Receives increases to Combat Strength as you research new Technologies which would normally allow you to build a new Armored Unit, putting them on equal ground with the Armored Units they replace. Great Generals may be expended to grant the Gundam a Meister, significantly increasing its Combat Strength and granting it a powerful promotion chosen at random. Upon researching GN Drive, Gundams receive a massive boost to Combat Strength and Movement.
UB: GN Research Facility
Replaces Research Lab. Additional +3% Science in this city for every War you are currently in. Upon researching GN Drive, provides +33% production when building Gundams and provides the City with a large Defense and HP bonus.

UA: Imperial Privilege
Construct buildings which increase Happiness 25% faster. May temporarily enact Imperial Privilege targeting another Civilization, which grants you bonuses based on the personality flavors of that Civilization's Leader. This lasts for 10 turns and has a cooldown of 20 turns.
UU: Praetorian
Replaces Swordsman. Starts with an additional 3 XP for every Colosseum in the Empire. Gains +20% Combat Strength within 3 tiles of the Domus Aurea. Requires twice the Gold Maintenance of regular Units.
UB: Domus Aurea
Replaces Circus Maximus. Increases the Culture output of the city by 20%, and causes enemy Units within 2 tiles of the City to lose 1 Movement at the beginning of their turn. The Domus Aurea may be relocated after it is built, at a much cheaper cost than its original construction cost.
I even have been considering some Historical Civilizations, but these don't have very fleshed out (i.e. extensively researched) ideas.

Upon conquering your first Capital, receive Trajan's Column in the Capital, which reduces the cost of Social Policies by 10% and has a prebuilt Great Work of Writing. +25% Production when constructing National Wonders.
UU: Equites Singulares
Replaces Horseman. Receives double the Combat Strength bonus from Great Generals. Does not have a penalty vs. Cities, and receives bonus Gold if it captures a City.
UB: Triumphal Column
Replaces Courthouse. Provides a free Monument in the City, and grants Trajan's Column +2 Culture.
Revolutionary France

Begin with the Liberty Policy Tree unlocked. When at War, may sacrifice Citizens in your Cities for a boost to Culture and a temporary reduction in Unhappiness.
