Vice's Civs He's Too Lazy/Busy/Unmotivated to Do

I need something to distract me from school work and my rather complex new Civilization I'm working on, so I figure I'll dump a few of my Civ designs that I've either A) scrapped or B) kinda want to do but not enough to put in the work level that my modern Civs require. Who knows, maybe someone will actually want to help make them?


Shinra Electric Power Company
Leader: Rufus

UA: Power Conglomerate
Trade Routes to foreign Cities grant the destination City Production equal to 10% of your City's Production, and grants your City +10% Gold. Factories receive +1 Production for every Mako resource.

UU: SOLDIER 3rd Class
Replaces Marine. Requires 1 Mako. Lacks the Marine's Amphibious promotion, but has 75 Combat Strength. When it reaches level 5, it becomes a SOLDIER 2nd Class, with an impressive 110 Combat Strength. When a SOLDIER 2nd Class reaches level 7, it becomes a SOLDIER 1st Class, with a whopping 175 Combat Strength.

UI: Mako Reactor
Requires Electricity. +3 Production and +3 Science. Additional +1 Production and Science upon discovering Ecology. -1 Food on the tile on which it is built, and on all adjacent tiles (effect can stack from multiple Reactors). Provides 1 copy of Mako. No two Mako Reactors can be built next to each other. Each tile which is reduced to 0 Food by Mako Reactors has a small chance of spawning Barbarians each turn.


Eagleland
Leader: Ness

UA: Sound Stone
When adjacent to Natural Wonders, Units may call forth Sanctuary Guardians, which are very powerful Barbarians. Defeating every Sanctuary Garden at every Natural Wonder permanently grants +15% to all Yields and +33% Combat Strength for all Units.

UU: Onett Police Force
Replaces Marine. Lacks the Marine's Amphibious promotion. +15% Combat Strength in friendly territory. Can construct Road Blocks, which provide +2 Culture, +25% Defensive Strength to units stationed on the tile, and reduces the movement of adjacent enemy units. Two Road Blocks may not be built adjacent to each other.

UB: Mach Pizza
Replaces Hospital. +5% Food in addition to the Hospital's default food bonus. May send Pizza Deliveries to your Units within 12 tiles, healing them instantly for 25 HP. Pizza Deliveries have a 10 turn cooldown in each City.



Celestial Being
Leader: Aeolia Schenberg

UA: To End All War
Immediately declare War on any Civilization which declares war on a third party. Whenever peace deals are signed by anyone, receive a boost to Culture and Golden Age Points. Each War you are in increases Military Unit production by 3%. May research the unique GN Drive technology after discovering Particle Physics.

UU: Gundam
Replaces all Armored Units. Receives increases to Combat Strength as you research new Technologies which would normally allow you to build a new Armored Unit, putting them on equal ground with the Armored Units they replace. Great Generals may be expended to grant the Gundam a Meister, significantly increasing its Combat Strength and granting it a powerful promotion chosen at random. Upon researching GN Drive, Gundams receive a massive boost to Combat Strength and Movement.

UB: GN Research Facility
Replaces Research Lab. Additional +3% Science in this city for every War you are currently in. Upon researching GN Drive, provides +33% production when building Gundams and provides the City with a large Defense and HP bonus.


Rome
Leader: Red Saber (Nero)

UA: Imperial Privilege
Construct buildings which increase Happiness 25% faster. May temporarily enact Imperial Privilege targeting another Civilization, which grants you bonuses based on the personality flavors of that Civilization's Leader. This lasts for 10 turns and has a cooldown of 20 turns.

UU: Praetorian
Replaces Swordsman. Starts with an additional 3 XP for every Colosseum in the Empire. Gains +20% Combat Strength within 3 tiles of the Domus Aurea. Requires twice the Gold Maintenance of regular Units.

UB: Domus Aurea
Replaces Circus Maximus. Increases the Culture output of the city by 20%, and causes enemy Units within 2 tiles of the City to lose 1 Movement at the beginning of their turn. The Domus Aurea may be relocated after it is built, at a much cheaper cost than its original construction cost.







I even have been considering some Historical Civilizations, but these don't have very fleshed out (i.e. extensively researched) ideas.


Rome
Leader: Trajan

UA: Optimus Princeps
Upon conquering your first Capital, receive Trajan's Column in the Capital, which reduces the cost of Social Policies by 10% and has a prebuilt Great Work of Writing. +25% Production when constructing National Wonders.

UU: Equites Singulares
Replaces Horseman. Receives double the Combat Strength bonus from Great Generals. Does not have a penalty vs. Cities, and receives bonus Gold if it captures a City.

UB: Triumphal Column
Replaces Courthouse. Provides a free Monument in the City, and grants Trajan's Column +2 Culture.


Revolutionary France
Leader: Robespierre

UA: Reign of Terror
Begin with the Liberty Policy Tree unlocked. When at War, may sacrifice Citizens in your Cities for a boost to Culture and a temporary reduction in Unhappiness.

And finally, have a weird case of me coming up with a UA but no Civilization, historical or fictional, to attach it to:

UA: Balance of Extremes
Every 3 Ideological Tenets you adopt grants you a free Tenet of your choice from an opposing Ideology. Upon adopting your first Level 3 Tenet, you may choose one Level 2 Tenet from an opposing Ideology.

For Revolutionary France, I still have a soft spot for Zatonius_Hamm's take on it, maybe you could get an idea or two from there

As for your UA without civilization for it, first idea that comes to mind is Sukarno's Indonesia, focusing on the Non-Aligned movement. Nehru could work too), or most any of the leaders of the Non-Aligned movement really, but... yeah. Sukarno's the first that springs to mind for some reason.

Seems a lot more thought out than mine. Probably best for a potential Terror-ist to start from there.

Not too familiar with Sukarno, but feel free to integrate my idea into a design for him.

UU: Kopassus: Replaces Paratrooper. Can Paradrop like normal, but is also invisible unless detected and ignores terrain penalty in Jungle.
UB: Wayang: Replaces Amphitheater. +1 Culture. +2 Additional Culture if it's the only Wayang on the continent. 1 Spot for Great Work of Writing.
 
Super cool, cool and useless. UA, UU, and UB, that is.
 
I'd make the UB do that, unless the Kandi does so already?

The UA, could have something like picking a random policy from an unopened tree every time you finish one? Could fit the Ideology side.
 
Just read about Indonesia.
I'd change the UB to:

UB: National Monument
Replaces monument. More expansive to construct, but costs no maintenance. Yields +1 :c5culture: culture after picking an ideology, and grants +1 :c5culture: culture per each 5 tenets you adopted.

The only thing is that the UB sounds incredibly situational outside of archipelago maps. Having two cities on the same continent means that the UB has no difference from its default building, and even then, for it being a pretty situational bonus, it's only +2 Culture.

I feel that giving it a base of 2 Culture and then giving its lone-on-the-continent effect a 15% boost in total culture output would be solid.
 
If anything, that would fit the vanilla candi more than Sukarno...
I suggest going with something that fits the UA.
 
Alright, a new shot at it:

Indonesia - Sukarno
UA: Pancasila: Gain a free, random Social Policy upon opening a tree. Every third Ideological Tenet you adopt grants you a free Tenet of your choice from an opposing Ideology of the same level.
UB: Wayang. Replaces Amphiteater. 1 Slot for Great Work of Writing. + 1 Culture for every Social Policy Tree opened.
UU: Kopassus: Replaces Paratrooper. Aside from normal Paratrooper Features it has Woodsman Promotion and is invisible in Jungle. Can Steal tech when capturing enemy cities.

This gives a more clear focus to the civ, which means, playing a very open game with possibly many policy trees halfway gone through to reap the benefits (?). The UU is powerful as hell due to how late it comes, but the rest should be straightforward enough.
 
Oops.
I like the UB, but UA seems a bit weird. Unless you restrict it to policies from trees you can unlock only.
