From what I know - This is an integrated graphics card, and it's also old (I don't know the date it was released but it is atleast 3-4 years old as it's been around since 2007). Integrated graphics are generally not for gaming, and the fact that its old only magnifies its inferiority compared to other cards.
This said - Civ 4 does not require much, in fact there are many options which allow you to turn off features to boost performance.
My advice : Try it! If you're thinking of buying the game and are unsure, then find a demo off a torrent site or something, and then buy it if it works. Also, you need to upgrade your computer, You can probably buy a laptop that can run most modern games for under 500$.
