In addition to their passive which is not that strong at all and extremely situational, they should get 50% of the combat strength of enemies killed as faith.

Why? Because their entire culture thrives off this concept.

Norsemen believed 100% that everything they do is because Odin demands it. Human sacrifice of their best warriors VOLUNTARILY, dying in battle, bringing back slaves. Their only form of prayer was blood.

It would be insane for this to not be woven into their culture.

All Norway needs to be a good civ is for oceans to actually be important enough to matter.

Mmm, would a production / food / science buff for trees work? As it stands, theres not a huge incentive to preserve trees, and the stave church adjacency bonus is kinda meh (was it patched? im on mac).

With navies being so situational, a buff for boats would be problematic.

The game needs to give more to coastal cities to encourage more settlement there. If there aren't cities on the coast then there will never consistently be a need for a navy. Lack of housing and production really gimps these cities early. There's no reason to have a housing penalty at all, but if there is you should get some bonus housing if you have both coast and river. Some of humanities biggest cities are coastal, and the game should reflect that.

The bonus production on sea resources was a good idea, but tying it to a T2 building fairly deep in the civics tree sucks. The building itself is also garbage, as you want to chop forest. It would be better if it was just part of his LUA, so they would get it from T1. Sea resources need buffed big time in general because other than the luxes they mostly aren't worth builder charges unless you get a great spot for God of the Sea or really want the Celestial Navigation eureka.

The OP's suggestion does tie in well with the civ, as created, since one of their uniques does buff faith.
