Normally you should be able to have more than eight. However the game will not allow you to add a new colonist if the colony is starving, even if it is a farmer that you want to use to balance your food supply. The way to get around this is to temporarily re-assign colonists to work in the fields until you have enough food and then you can add the new colonist.
The border expansions provide a couple benefits. They increase sight range from your city, and potentially deny competing european powers from utilizing those tiles if they get too close.
Adversely, if your border grows without control it can overlap native-owned tiles and force a diplomacy "hit" from stealing their land, likely causing them to attack you.
