Concidering how matilda armies were constantly used, and most soilders today were merely trained volenteers I think that you should be able to call for Volenteers in times of war. (like the Go army commercials.) This would cause increased war weariness, however you could get a large army fast w/o the extreme effect of drafting. The volenteers would be equipped with one of the newest weoponry, and thay would have NO XP and -1 but they could train at barrics and if they win a number of battles, they the the 1 back. The more population u have, the more voulenteers obousially, bc there will be more people. Moral decine could hinder this if it could be measured. Then Matildas will form when you are near dying as the citizens would want to help keep their country alive.

Yeah, I'm a little confused as to what 'Matildas' are meant to be...
Perhaps this could be effected simply through giving one turn of drafting without any penalty a the beginning of a war. Of course, this would have to be quite numerically limited, and would probably be open to huge exploitation in this basic form, but it's a start.
