I tried going through a few Civs that I liked but unfortunately, most of them were not balanced for VP.
Here is my list

UB - Works but is % based and no Illiteracy modifier.

Other notes - the Charior Archer that you get once your first Great Prophet spawns comes with the Al Gazamat promotion that gives it the faith on kill and maintenance free properties. This does not remain on upgrade. So I had an upgraded Mamluk which lost the promotion and then my second Prophet spawned 3 new Mamluks with the promotion. The promo is not so strong and GP don't spawn so often that I think the units should retain it through their promotion line.
Summary - If the UB was converted over to VP - I'd rank this as a low to mid tier Civ.

UA - All GP give Culture and the Glory of Al-Andalus notification lists all GP that are expended as Non-Cultural, including GA/GW/GMusicians - so a slight bug there as not getting any Science yields
The bonus yield on GP usage seems to be pegged to the number of policies you have taken.
Specialists also give 5% Building production. To be better balanced for VP, I think this would need to be capped, maybe at 25%.
UU - Works - very much like the flavour of this. Not as good in VP compared to vanilla but still okay.
UB - % modifier and no illiteracy modifier.
E&D - Powerful and rewarding decisions. They all work, except there is a tooltip and civopeadia error on the Great Mosque. It claims you get two Scientist and 2 Writer slots when you only get 2 Writer slots. Which is fine as it is. Would be too strong with 2 additional Scientiests.
Summary - This Civ seems like a very powerful and fun Civ and would be an incredible addition to the world of VoxPops, but there are some kinks that need to be ironed out and some limits on the abilities, imo, as currently it would crush Korea/Babylon.

UA - Ranged garrison production bonus worked. Conquering cities with Wonder did cause a Golden Age. But regardless of the amount of wonders I had, my GA still only caused a 10 turn GA and conquering a city gave max 12 (on Standard speed)
UU - Didn't get any extra movement on rivers
UI - Did not get any additional per era Culture, or at Archaeology and saw no increase in CS of nearby units. Even if it did work I thought it would be underpowered.
E&D - Not supported
Summary - The UA seems like a strong base for a Civ if it worked properly, but the other aspects of the Civ didn't work.

UA - The only aspect that did not work was the curry favour element, but I think that is because CSD removes gold purchasing influence. Stool points work like gold and add an interesting take on a Civ bonus
UU - Works fine
UU2 - Works fine. In VoxPops, it is a replacement for a Fusilier rather than a Rifleman. It is 34CS vs a Fusilier's 35CS, but is half the hammer cost. Maybe too good?
E&D - Supported and all working
Summary - Whilst a VoxPops player doesn't get the full functionality of the Civ, it would still be competitive in a VP game.

UA - Works fine. Potential for eternal GA, especially for wide and warmongering Civs.
UU - The Fyrd seemed to have the same CS regardless of where it was on the map.
UB - Market replacement. Retains a % modifier and lacks the sugar/spice bonuses.
E&D - Not supported
Summary - The UB % modifier means that it is too strong to be used with VP, imo.

UA - Works fine, approximately 1/3 off all mines turned into a lux, but the lux chosen seemed to always be the same.
UU - Works fine
UB - Metalsmithy works fine. As there is no Mint in CBP this replaces the Custom House and loses the trade route qualities. But was a fair enough alternative, imo
E&D - Supported and fairly balanced.
Summary - This is the first Civ that I tried that I felt was compatible with VoxPops out of the box.

UA - Works as expected
UU - Early Pikeman replacement had no specific promo badge to suggest it was better vs. other Spears
UU2 - Works as expected
E&D - I never got the Phalanx upgrade. Some units got a Heavy Charge promo, whilst some got a Heal Instantly promo that wouldn't proc. Sometimes, they got the Heavy Charge promo once they attacked a barbarian unit. But not always.
The second Decision worked as expected, but the tooltips for the Courthouse and Satrap's Courts didn't show the flat +GA - but they were being added to my GA counter.
Summary - Not sure if the Pikeman UU works as intended and one of the Civ Decisions did not go as planned. But I thought this would work in VoxPops, if a little lower on the power scale.

UA - Works, but in a world with Poland, not very powerful
UB - Works, but inferior to the Watermill it replaces. Can build alongside Wells, to give fresh water to nearby tiles, but just strictly inferior on freshwater cities.
UI - Works, and looks great, but its flat desert limitation makes it very underwheming unless you are playing a desert heavy map
E&D - Supported, works and are fun
Summary - Works with VoxPops, but the UB is inferior to the Watermill it replaces in most situations. Intersting, but underpowered comapred with base VP Civs.
